At the June 14, 2022 Board of County Commissioners
meeting, the board took the following action:
Administration – approved a resolution recognizing
the significance of the Emmett Till Antilynching Act and Soil Collection
Ceremony for Sam Nelson.
Community Services – received and filed the 211 Palm
Beach/Treasure Coast Inc. PowerPoint presentation on the status of the new
National Suicide Prevention Lifeline 9-8-8 number.
Engineering & Public Works – approved a
preliminary reading and advertisement for a public hearing on Tuesday, July 12,
at 9:30 a.m., in regards to an ordinance amending the adoption of the revised
Five Year Road Program.
Financial Management & Budget – received and
filed a presentation on property values and the Property Appraiser’s FY23
budget proposal.
Fire Rescue – authorized the conveyance and title
transfer of an engine vehicle to the School District of Palm Beach County,
contingent upon the receipt of a $10 consideration and duly executed Acceptance
of Fire Rescue Vehicle(s) and/or Equipment Form for the Fire Academy at Palm
Beach Lakes High School.
Housing & Economic Development – approved the issuance
of Palm Beach County Housing Finance Authority Multifamily Housing Revenue
Bonds on behalf of Boynton Bay Apartments in the principal amount of
$39,000,000 for 240 units not to exceed 60% of AMI (Area median Income).
Approved a State Housing Investment Partnerships Program
award of $1,499,500 to Wells Landing Apartments LLC for 124 multi-family units
not to exceed 70% AMI (Area Median Income); approved additional revenue
replacement of American Rescue Plan Act (ARPA) funding of $589,500 to augment $1,090,000
for a total of $1,679,000 to Berkeley Landing LLC for 112 multi-family units
not to exceed 80%; directed staff to negotiate the loan agreement(s); and
authorized the county administrator or designee to execute the loan
agreement(s), amendments, and all other documents for project implementation.
Authorized the issuance by the Palm Beach County Health
Facilities Authority of its Revenue Bond Anticipation Notes for the Green Cay
Life Plan Village Project in one or more series and in an aggregate principal
amount not to exceed $45,000,000, with the proceeds from the sale to be used
principally to finance and refinance certain capital improvements for Green Cay
Life Plan Village Inc. Which includes 174 independent living units, 16 assisted
living units and 16 memory care units.
Approved the issuance of Palm Beach County Housing Finance
Authority Homeowner Revenue Bonds, Multiple Series within the meaning of
Section 147(f) of the Internal Revenue Code of 1986, as amended.
Executed a “Certification by State or Local Official of PHA
Plans Consistency with the Consolidated Plan or State Consolidated Plan” for
the Palm Beach County Housing Authority in connection with its Annual Plan for
Fiscal Year 23.
Medical Examiner’s Office – approved the addition of
one full-time associate medical examiner and one full-time forensic technician;
and approved a budget transfer of $100,000 in the General Fund from Contingency
Reserve to fund the positions in the current fiscal year.
Youth Services – conceptually approved a motion to
allocate funding in the Action Areas of Health and Wellness, Ensure Safety and
Justice and Social and Emotional Learning, for the period Oct. 1, 2022, through
Sep. 20, 2025, in an estimated total annual amount of $2,208,000.
