About Phil Foster Park

 
Welcome to Phil Foster Park your gateway to the Lake Worth Lagoon and the Intracoastal Waterway.
This newly renovated 14.65 acre beach facility is located on Blue Heron Boulevard in the city of Riviera Beach in close proximity to the Lake Worth Inlet, the Port of Palm Beach and Peanut Island. The park provides numerous recreational opportunities for visitors with emphasis on boater access to the Intracoastal Waterway and Atlantic Ocean. A large pier and two smaller fishing platforms offer anglers the chance to test their saltwater skills in the beautiful waters of the lagoon. A guarded swimming beach provides the perfect access for bathers of all ages to enjoy the sun and fun. A nearby playground facility is sure to delight children ages 5 - 12. A special highlight of the park is four picnic shelters which overlook the surrounding waterway. There's no better place to watch the sunset over the Intracoastal! Whether you are taking a casual stroll on the scenic waterfront promenade or participating in a more vigorous recreational pursuit, Phil Foster Park has something to offer everyone!
 

History

 

Phil Foster was considered a "pioneer" citizen in Riviera Beach. He was the owner of one of the area's first tourist courts. He lived in the area for 32 years prior to his death in 1917. The park was opened and dedicated in his memory in January 1953.

 

Emergency Information

 
Park Rangers and Palm Beach County Sheriff staff are frequently stationed in the park for the protection and safety of visitors. In the event of an emergency or other serious enforcement or safety related situation, please contact these individuals or call 911.
 

General Park Information

 

Lost & Found - Personal property lost or abandoned in the park will be turned in to the office for temporary storage. Wherever possible, every effort will be made to identify and contact owners. Items not claimed in 30 days will be disposed of as trash or donated to an appropriate community service agency.

Commercial Activities - It is prohibited to solicit or conduct commercial business on or from park property unless previously authorized in writing by the County. Commercial fishermen are permitted to use the park to launch or retrieve their vessels. Businesses such as dive boats, water taxi services, etc. that would result in increased traffic flow in the park are prohibited with the exception of those permitted by contract with the County.

Abandoned Boats & Trailers - Boats that wash up on shore or are abandoned in the park, as well as trailers abandoned in the parking lots are subject to removal or salvage. Once an abandoned boat and/or trailer are identified, Palm Beach County Sheriffs will be notified. Sheriffs will tag the equipment as per their procedures. If the equipment has serial numbers/registration, an effort will be made to identify and contact the owner. If not, the equipment will be removed and safely stored until County policies allow for disposal.

Please don't feed the animals. Feeding animals is strictly prohibited unless specifically authorized by the Department Director.

Pets - Domesticated animals are permitted in designated areas but must be restrained at all times at a distance not greater than six feet from their handler.

Pet Waste - Handlers are required to clean up and properly dispose of any waste produced by their animals.

Noise - No person shall make such loud, excessive, unnecessary noise so as to create a nuisance. Noise is considered a nuisance where it produces actual physical discomfort or annoyance to persons of ordinary sensibilities.

Alcohol is prohibited in all areas of the Park.

Vagrancy - Phil Foster Park is open for public use from sunrise to sunset with the exception of the boat ramps that are open to the public 24-Hours a day. After hours, the only patrons permitted in the park are those launching or retrieving their vessel from the boat ramps. All others in the park after hours will be considered trespassing and subject to enforcement action.
