RESIDENTIAL REHABILITATION PROGRAM
What is this program about?
This program provides technical and financial assistance to qualified property owners of single-detached homes which are located in unincorporated Palm Beach County and in municipalities participating in the program for the purpose of upgrading their properties to meet applicable codes, Work on these properties may, for example, include roofing; electrical; plumbing; structural repairs; painting; doors; windows; and hurricane protection, provided that these repairs are practical and feasible.
What do you mean by qualified property owners?
This means that in order to receive assistance through this program, you need to meet certain qualifications such as being the owner/occupant of the property, having your home located in an eligible area, and having a combined household income of less than 80% of the County's median income.
How much assistance can a qualified applicant receive?
If you live in a single family home, you could receive up to $35,000 for the repairs and associated costs, and also receive up to $10,000 for the removal of lead-based paint from houses built before 1978.
Does this assistance have to be paid back to the County?
You will be asked to give the County a 15 year mortgage on your home in exchange for the amount you receive in assistance for repairs and associated costs. No repayment of the mortgage will be required during the 15 year period as long as you comply with the requirements of the mortgage. However, the entire amount of the mortgage (and any other amounts required by the mortgage) will have to be repaid in the event that you deafult on the mortgage, such as when you sell your house or transfer the title on the house to another period. After 15 years, if you have met the conditions of the mortgage, the County will issue you a satisfaction of mortgage.
The cost of removing lead-based paint, up to $10,000, is a grant that does not have to be paid back (and that is not included in the mortgage amount).

EMERGENCY REHABILITATION PROGRAM
What is this program about?
This program provides technical and financial assistance to qualified property owners for the purpose of upgrading their properties in order to cure certain conditions on an urgent basis. Work on these properties may, for example, include roofing, electrical, plumbing, and structural repairs. The property must be located in unincorporated Palm Beach County or in a municipality participating in the program, and it must consist of either a single dwelling detached unit or a single attached unit (if it is an attached unit, work on the unit can not be on a building component shared by another unit that is attached to it).

This means that in order to receive assistance through this program will need to meet certain qualifications, such as being the owner occupant of the property; having your home located in an eligible area, and having a combined household income of less than 80% of the County's median income.
How much assistance can a qualified applicant receive for emergency repairs?
You could receive up to $15,000 for the repairs.
Does the emergency assistance have to be paid back to the County?
No,. this is provided in the form of a grant that does not have to be paid back.
