Community Development Block Grant Program

 

PALM BEACH COUNTY
NOTICE OF APPLICATION AVAILABILITY
AND NOTICE OF REGIONAL MEETINGS

Applications to request funding for Fiscal Year 2009-2010 (October 1, 2009 - September 30, 2010) are now available for the Community Development Block Grant Program.

A.    COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
The primary goal of the program is to develop viable urban communities by providing decent housing, a suitable living environment, and expanding economic opportunities, principally for low- and moderate-income persons.  Activities must benefit low- and moderate-income persons; or aid in the prevention or elimination of slum or blight; or meet an urgent community development need.
Eligible Applicants:  Non-profits*, Public Agencies, Participating Municipalities, and County Departments.
*A non-profit applicant must be certified by the Non-Profits First Agency (formerly known as the Center for Non Profit Excellence), or must have initiated the certification process by October 1, 2009.  This is a new requirement approved by the Board of County Commissioners (BCC) on October 28, 2008. Click here for the link to Non-Profits First Agency.

*  Economic development activities will be considered under a separate process administered by the PBC Office of Economic Development.
** For a public service agency to be eligible for increased CDBG assistance, the  public service must be either a new service or provide a quantifiable increase in the level of the existing service.  In addition, the BCC has identified activities serving the homeless population of the County as a priority for CDBG funding.  Therefore, in implementing the CDBG Evaluation Process, extra emphasis will be given to those applicants proposing activities that serve the local homeless population.
Maximum Number of Applications and Amount of Funds Requested:  One (1) application per applicant for all activities having countywide impact,* and three (3) applications per applicant for all other initiatives.  A maximum of $300,000 per application may be requested for: activities located in the unincorporated area; activities having countywide impact; and for activities located/sponsored by municipalities without target areas.   Municipalities with target areas should estimate their fiscal year 2009-2010 entitlement funding amount utilizing the allocation received during the fiscal year 2008-2009 CDBG funding cycle.
*To qualify as countywide, where an activity is located within a municipality, at least 51% of the activity=s direct beneficiaries must reside outside the municipality. Also, those beneficiaries must reside outside the CDBG entitlement cities of Boca Raton, Boynton Beach, Delray Beach, and West Palm Beach.

The CDBG Program Applications are available on paper and  electronic format.
Paper Copy Version can be picked up at Housing and Community Development's (HCD) Planning Section, 160 Australian Avenue, Suite 500, West Palm Beach, FL  33406; Monday through Friday, 8:00 a.m. to 5:00 p.m.

All previous versions of the applications are voided and requests for funding using previous versions will not be considered.  No alterations or deletions to the application formats are allowed.  Unsigned applications will not be considered.

DEADLINE DATECompleted applications( one original and two copies) must be received by HCD's Planning Section at 160 Australian Avenue, Suite 500, West Palm Beach, FL by 5:00 p.m., Friday, January 30, 2009. No applications will be accepted after 5:00 p.m.
Applications may not be sent electronically (neither by facsimile [FAX], nor email).

One-on-One Technical Assistance will be provided by HCD staff on a first-come, first-served basis by contacting (561) 233-3616.

NOTICE OF REGIONAL MEETINGS
The two meetings listed below will be held to: provide technical assistance on how to fill out the application; receive input on community needs; and provide information on the CDBG, ESG, and HOME Programs, including program performance.

Eastern County
