At
the July 11, 2023, Board of County Commissioners meeting, the board took the
following action on the regular agenda:
Administration
– received and filed the updated Board Directive Reports, which include
in-process and completed board directive items.
Airports
– approved an amendment to the Professional Services Agreement with HDR
Engineering Inc. of $2,255,641.56 for the continued performance of professional
services related to construction phase services for the Central Airfield
Improvements project at Palm Beach International Airport (PBI).
Approved an amendment to the Construction Manager (CM) at Risk Contract with
The Morganti Group Inc. (MGI) of $2,277,200 for Palm Beach County Airports
Department improvements and 270 calendar days for landside security
improvements at PBI.
Approved an amendment to the CM at Risk Contract with MGI of $1,113,000 for
Airports Department improvements and 182 calendar days for Domestic Water Valve
Replacement Phase 2 at PBI.
Approved a General Consultant Agreement with AECOM Technical Services Inc. of
$2,126,629.78 for two years with three one-year renewal options for the
performance of general engineering consultant services for tasks related to the
Palm Beach County Airports' Capital Improvement program.
Approved Airport Parking Facilities Management Agreement with SP Plus
Corporation for the operation and management of the airport parking facilities
and shuttle services at PBI, starting Oct. 1, 2023, and ending Sept. 30, 2028,
with one two-year renewal option, for payment of an annual management fee to
SP+ in the initial amount of $261,000 for the first contract year, and
increasing by 3% annually.
CareerSource
Palm Beach County –
adopted a resolution approving the CareerSource Palm Beach County Fiscal Year
2022-2023 budget in the amount of $14,329,014 for its programs.
Clerk
of the Circuit Court & Comptroller – approved a $150,000 budget transfer from
General Fund Contingency Reserves to supplement the 2023 Value Adjustment Board
Budget.
County
Attorney
– approved the payment of a final judgment resulting from a jury verdict
rendered, of $604,959.47, in the case of Golden City Highland Beach LLC v. Palm
Beach County.
Engineering
& Public Works
– approved a preliminary reading and advertisement for a public hearing on
Tuesday, August 22, 2023, at 9:30 a.m., regarding an ordinance amending the
Five Year Road program.
Environmental
Resources Management
– approved an updated management plan for Juno Dunes Natural Area.
Facilities
Development & Operations – approved an amendment to the lease agreement
with the Florida Division of Blind Services for operating the café in the Palm
Beach County Judicial Center. The Division experienced extended economic hardships
due to COVID-19 restrictions. This amendment waives rent from July 17, 2020,
through April 30, 2021, adjusts the rental rate to 50% for May 2021 through
December 2021 and to 60% for January 2022 through October 2022 based on the
percentage of annual visitors to the Judicial Center as compared to 2019, and
adjusts rental payments to 3.5% of monthly gross sales instead of a guaranteed
yearly rent effective June 1, 2023.
Approved, by a vote of 6-1, the addition of four security officer positions to the
Facilities Development and Operations Electronic Services and Security
Division.
Approved Antenna Site Agreements with SBA Towers VI LLC, SPA Properties LLC and
SBA Steel II, LLC for tower antenna space and 16 square feet of ground space
for the placement of base station equipment starting July 11, 2023, through
July 10, 2026.
Approved the purchase and sale of vacant land located north of Indiantown Road
and east of Bee Line Highway from Lisa L. Browne f/k/a Lisa L. Brandt. These
are interior parcels located in an area known as Palm Beach Heights (part of
the Pal-Mar Ecosite). The Pal-Mar Ecosite is part of a large ecological
greenway stretching from just west of the Atlantic Ocean to the east of Lake
Okeechobee.
Approved a CM at Risk Services contract with Verdex Construction LLC for the
Vista Center Expansion project and a $135,000 task order with Verdex
Construction LLC for preconstruction services.
Approved a $239,619 Consultant Services Authorization to the contract with
Netta Architects LLC for the Building Condition Assessment, life cycle cost
analysis and programming for the Governmental Center Renewal/Replacement
project.
Financial
Management & Budget – authorized staff to submit a proposed not-to-exceed
millage rate of 4.5 Countywide Non-Voted and maintain the proposed millage
rates for Library and Fire Rescue for the FY 2024 budget to the Property
Appraiser; and authorized public hearings on Thursday, Sept. 7 and Tuesday,
Sept. 26 at 5:05 p.m., in the 6th floor commission chambers of the Robert
Weisman Governmental Center.
Postponed, by a vote of 6-0, pending further staff review a negotiated
settlement offer of $160,000 for the full satisfaction of two code enforcement
liens entered against Top Cut Lawn Services North LLC on July 10, 2019.
Housing
& Economic Development – approved amendments to the Interlocal Cooperation
Agreements to participate in the Urban County program related to the U.S.
Department of Housing and Urban Development (HUD) funding with 28
municipalities, two Interlocal Cooperation Agreements with the Town of Highland
Beach, the City of Westlake and the Town of Ocean Ridge. The City of Pahokee
elected to opt-out of HUD’s Urban County program for Palm Beach County.
Approved the proposed Fiscal Year 2023-2024 State Housing Initiatives
Partnership Program, in the amount of $12,463,331 for affordable housing
strategies.
Adopted a resolution approving the Palm Beach County Action Plan for Fiscal
Year 2023-2024.
Information
Systems Services
– received and filed a presentation on the Connect PBC application.
Library – approved the
material terms and conditions for the establishment and operation of a new
branch of the Palm Beach County Library System in the Town of Hypoluxo to
support the ongoing coverage and operations of library services within the
Library Taxing District; and authorized staff to negotiate the acquiring a
parcel of land from the town, located at 7200 S Federal Highway.
Palm
Tran –
authorized the execution and submittal of a grant application and agreement with
the Florida Commission for the Transportation Disadvantaged for $3,136,928,
requiring a local match of $348,547, for the Trip and Equipment Grant Program
to provide Palm Tran Connection service trips and discounted daily and monthly
fixed route bus passes, anticipated to start July 1, 2023, and end June 30,
2024.
Resilience – authorized the
county administrator or designee to contract with an approved consultant in an
amount not to exceed $50,000, to prepare flood modeling and technical
assessment reports for five capital construction projects and pursue grant
funding from the Resilient Florida Capital Grant Program.
